Woman Accused Of Stealing A Man's Penis In Aba, Mobbed By Crowd (Photos, Video)

An outrageous scene played out in Aba as a crowd gathered around a woman to accuse her of stealing and returning a man's penis.

In a video shared online, the woman is seen with red marks on her face, neck, and chest, like she had been assaulted.

A crowd gathers around her, making accusations that she approached a man begging him for money and the moment the man gave her money, he felt a shock then noticed his penis had disappeared when he tried to pee.

They claim she later returned the penis after they gathered and threatened her.

However, the woman is seen in the video insisting she didn't steal or return any penis. She asked the crowd how exactly she returned the penis if she had stolen it.

Despite her denials, they keep insisting she stole and returned the penis.

The man whose penis was allegedly stolen is also seen in a sky blue shirt as the crowd walks with them to a lab.

They explain in the video that they are going to a lab to test and be sure the man's penis is still functional.

As the woman denies the penis theft allegations, a voice in the crowd is heard threatening to set her on fire.

AFCON 2021 Qualifiers: Third-, Fourth-Round Matches To Be Played Behind Closed Doors

The Confederation of African Football (CAF) has announced that all matches of Days 3 and 4 of the AFCON qualifiers ‘Cameroon 2021′, scheduled from 11 to 17 November, will be played behind closed doors, despite an overall downward trend in the spread of the coronavirus in Africa.

CAF took this decision at the end of a video conference with National Security and Safety Officers (NSSOs) of its member federations on Thursday.

The NSSOs were trained and informed on “the new safety and security protocol imposed by the Covid-19 pandemic”, towards the resumption of the AFCON 2021 playoffs, suspended since November 2019 because of the coronavirus.


According to Dr Christian Emeruwa, head of the Department of Safety and Security at CAF, the objective of this measure “is to ensure uniformity of safety and security operations throughout Africa”.



Faced with the enormous task of keeping spectators and fans away from stadiums, a CAF press release said that the need was felt to “guide all national security and safety officers”, as well as those of CAF, “on best practices”.

For the African football governing body, “the protection of players and officials before, during and after matches is of great importance.’

Hence the need to ensure “effective coordination between safety and security officers and all other health workers who will be involved in the organisation of each match,” said the statement issued Thursday. (PANA/NAN)

Enugu Govt Trains 88 Health Workers To Handle Diseases

At least 88 healthcare providers from the 17 local government areas of Enugu State on Friday participated in the state government-sponsored training on decontamination and handling of infectious diseases.


The Commissioner for Health, Dr Ikechukwu Obi, said this on Friday, while declaring the one-day workshop open in Enugu.
Obi charged the participants to ensure that their families and communities benefitted from the training.


“You should not keep it to yourself but spread the message so that it will have greater impact and be beneficial to all.
“We have realised that health issues require team work and everyone getting involved to achieve the purpose of health education and awareness,’’ he said.



He urged them to work toward ensuring that the people obeyed simple health instructions and rules in order to reduce disease burden for all.
He further charged the citizenry to take environmental and personal hygiene seriously to reduce the spread of infectious diseases.
The commissioner also admonished the residents to continue to comply with laid down preventive guidelines for COVID-19 in order to check the spread of the pandemic.


He urged them to abide by health instructions and advice if they hoped to stay safe from infectious diseases and enjoy a healthy life.
He said: “Our personal protection and that of the environment are very important.
“But it is more important to protect ourselves against vectors that come in contact with us or what we eat or drink every day.


“There is a need to properly cover what we eat, ensure we drink safe and well sourced water to remain healthy and drive away illnesses and infections.
“Our people individually and collectively must ensure that vectors, such as rodents and mosquitoes, are dealt with and not given any space within our neighbourhood and communities.’’



Earlier, Dr Eddy Ndibuagu, the Focal Person of Enugu State Infection Prevention and Control (IPC), said the programme was the second batch of training for health workers dealing with infectious diseases in the state.
Ndibuagu said that five participants were drawn from each of the LGAs, adding: “From each council area, we have three hygienists, one mortician and one ambulance driver.


“The state government provided two additional hygienists and an ambulance driver, bringing the number to 88,’’ Ndibuagu said.
According to him, the participants were selected by the state Primary HealthCare Development Agency after they found them to be on ground and dedicated in the discharge of their duties.

“They are to work as a team of five in each council area to see to the constant disinfection of the environment, such as markets and other public places where COVID-19 or other infections were reported.
“They will also ensure proper handling of patients diagnosed with infectious diseases, taking them to a doctor and ensuring proper burials for infectious corpses.


”They should also observe high hygienic practices and disinfecting the corpses and people involved in the burial,’’ he further said.
One of the participants, Mr Chinedu Okenwa, described the training as very beneficial to them.
He said he had learnt how and why he should be careful and abide by the rules, when disinfecting any infectious disease area. (NAN)

20th National Sports Festival To Hold From Dec 3

The National Council on Sports has recommended Dec. 3 to Dec. 18 for hosting of National Sports Festival tagged “Edo 2020” which was postponed due to the COVID-19 pandemic.

In a communique issued at the end of its two-day meeting on Friday in Asaba, the Council, however, stressed that the Games would be held under strict COVID-19 protocols.

According to the communique signed by Minister of Youth and Sports Development, Sunday Dare, and other members of the Council, this year’s games will be held in two phases.


“Competition days Phase 1, comes up from Dec. 6 to Dec. 10; break and arrivals for second phase comes up on Dec, 11 and Competition days for Phase 2 from Dec. 12 to Dec. 16; closing ceremony for Dec. 17, and closure of Games Village on Dec. 18,” it said.

The Technical Session of the meeting had agreed on the new format for the Games in order to strictly keep with the COVID-19 protocols.

“The virtual meeting held earlier this year unanimously agreed to host the Festival this year.

“The Committee of Experts set up during the virtual meeting made specific recommendations regarding the successful organisation of the 20th National Sports Festival.

“It has become imperative to tinker with the modus operandi of the Festival,” the communique read in part.



It, however, noted that the recommendations were subject to the guidelines of the Presidential Task Force on COVID-19 and final approval by President Muhammadu Buhari.

Minister of Youth and Sports Development, Sunday Dare, who is the Chairman of the Council, assured that all COVID-19 protocols would be fully implemented in line with international best practice.

He said that all infrastructure for the Games were COVID-19 compliant as confirmed by the National Assembly inspection visit to the state.

Earlier, Edo Deputy Governor, Philip Shaibu, who was also present at the meeting, emphasised the state’s readiness to conduct COVID-19 testing for all athlete and officials who would attend the competition.

“It is indeed heart warming that the long awaited NSF is holding this year 2020 as jointly approved by the National Council on Sports, today in Asaba,” he said.

The News Agency of Nigeria (NAN) reports that the festival was postponed few days to kick off in March as a precautionary measure against the spread of the virus. (NAN)

INEC Releases `Report Of The 2019 General Election’ With 180 Recommendations


The Independent National Electoral Commission (INEC) on Friday in Abuja made virtual and public presentation of its `Report of the 2019 General Election’.

The News Agency of Nigeria (NAN) reports that the commission also made public presentation of the ` Review of the 2019 General Election: Report of the Commission’s Retreats and Stakeholder Engagements’’.

INEC Chairman, Mahmood Yakubu, while presenting the two reports said that the `Report of the 2019 General Election’ has 13 Chapters covering major issues.


These according to him include challenges associated with the preparation and conduct of the election, lessons learnt and specific recommendations for addressing them.

Yakubu said that the second report “the Review of the 2019 General Election’’ contained 180 recommendations including recommendations for test running and adoption of e-voting as well as adoption of early/special voting for election duty and other related officials.

Other recommendations are:

Early presentation of proposed amendments to the electoral legal framework, which should be concluded at least 12 months to the next general election, to provide effective planning.

The creation of electoral Offences Commission and Tribunal with powers to arrest, investigate and prosecute electoral offenders.

Automation of the nomination process to facilitate the storage, access and retrieval of candidates’ data.

The commission’s consideration of sourcing of its ad hoc personnel from its pool of retired staff.

Delivery of all non-sensitive election materials to states and FCT offices 30 days to any election so as ensure proper audit and quality assurance.

The need to review the criteria for recruiting collation officers and returning officers.

Sourcing of Registration Area Camps (RAC) managers from the staff of the commission.

Improvement of the voter registration to accommodate online registration and printing of permanent voter cards on monthly basis instead of the current quarterly basis.

The report also recommended that the Nigerian Constitution should be amended to provide for stronger legislation against defection by elected members of the national and state houses of assembly from one party to another.

“Such defectors should automatically lose their seats except in the case of merger of two or more parties,’’ it said.

The report recommended that funding of political parties from budgetary allocation should be restored.

It, however, said that this should not be tied to the election campaigns but for the purpose of maintaining infrastructural facilities and membership registration.

The recommendations, according to Yakubu, either require administrative action by the commission or amendments to strengthen the existing electoral legal framework by the National Assembly.

“Some of the recommendations that require administrative action by INEC are already being implemented resulting in improved management of the electoral process as seen in the recent off-cycle Governorship elections in Edo and Ondo States.

“We are similarly engaging with the National Assembly on aspects of the recommendations that require legislative action.’’



Yakubu noted that the strength of any public institution lay in its ability to ask critical questions, review its processes, strengthen its procedures for better service delivery and engage with stakeholders.

“It is my hope that making the two reports public will promote a better understanding of the issues and challenges associated with the conduct of the 2019 General Election and as important resource materials for research.

“It is my hope that it will serve as the promotion of a broader national discourse on the necessary reforms required for the continued delivery of peaceful, free, fair, credible, inclusive and safe elections in Nigeria.’’

Yakubu assured Nigerians that the hard copies of the two reports would be widely disseminated while soft copies would be uploaded on the commission’s website on Monday next week.

Prof. Okechwukwu Ibeanu, the INEC National Commissioner in-charge of Electoral Operations and Logistics Committee, said that the two documents covered the chronicled works of INEC, views of the commission and those of stakeholders on the 2019 general elections.

Ibeanu said that in drafting the document INEC was guided by a number of principles including openness driven by a genuine consultation, sound knowledge informed by good science and good collaboration based on partnership.

He said that the reports revealed five key lessons including the fact that election could not rise above the structure and the infrastructure of the society.

“It is the same roads washed off that the commission has to use to conduct elections. It is the same airlines that run late that we have to use.

“The second lesson is that trust is at the heart of every election and that is why the commission has placed a lot of emphasis on openness and transparency in building trust.’’

He said that the reports also revealed that elections are too serious to be left in the hands of 30,000 election manager alone.

He added that the report also revealed that while INEC played key roles in the conduct of elections, the actions of other stakeholders including CSOs, security agencies and media were also important in determining the quality of the election.

He said that while technology in election had also become inevitable, it was not the end, as the use of technology in an election without trust would complicate matters.

Mr Hermann Thiel, the International Foundation for Electoral Systems (IFES) Country Director for Nigeria, said that the reports represented an institution willing to reflect on its processes, learn from them and improve on the process.

Thiel said that the development in the 2020 U.S. elections revealed that elections processes around the world were faced with challenges.

“Every country in the world is going through the processes. The world in changing, technology is being introduced.

“New processes and principles that were not there in the last decades were being introduced and they are presenting challenges to elections around the world and each election authority around the world has to learn.’’

Thiel added that one of the ways to learn was to look at what others had done, adding that the reports would be of great benefits to INEC and other electoral bodies around the world.

Mr Manji Wilson, the Electoral Administration Expert for the European Centre for Electoral Support (ECES), commended INEC’s innovations implemented toward improving the country’s electoral system.

Wilson expressed hope that the lessons learnt from previous elections documented in the reports would contribute to meaningful and improve processes in the next electoral cycles in Nigeria. (NAN)
