Kogi Lawmakers Endorse Yahaya Bello For Presidency

The Kogi State House of Assembly has asked Governor Yahaya Bello to contest for the position of the President of Nigeria in the 2023 presidential election.

The House in its plenary session on Wednesday said their decision for the endorsement was borne out of the outstanding performances of the Governor in the state.

The Majority Leader, Abdullahi Bello while moving the motion said Governor Bello has transformed the state and rid the state of kidnapping and armed robbery.

“Yahaya Bello by his creative governance style has somehow engineered a reversal of several negative national development indicators in Kogi State. Examples abound everywhere.

“Under his watch, Kogi State has been transformed from the kidnap capital of Nigeria outside the embattled north-east, into a polity where the abduction of humans for ransom, along with other violent crimes like armed robbery have become mere opportunistic aberrations.

“The Right Honourable Speaker and Honourable Members of the Kogi State House of Assembly upon due deliberation of proper motion, therefore, do hereby unanimously make and pass a vote of confidence on his excellency, Governor Yahaya Bello of Kogi State.”

The lawmakers added that, “this solemn call is first and foremost premised upon and borne of our belief that the subject, Yahaya Bello, is a fit and proper person, with the right mix of youth, experience, and track record to answer – same firmly and decisively in 2023 and beyond.”

The lawmakers also said the North Central Zone has not had a shot at the Presidency and Governor Bello is the right peg to lead the nation.

17-Year-Old Boy Released From Correctional Centre By Kogi Chief Judge (Photo)

A 17-year-old boy, Gabriel Odiniya, remanded in Ankpa Correctional Centre has been released by Justice Henry Olusiyi, the Chief Judge of Kogi, State, IgbereTV reports.

The Chief Judge released the junvenile inmate, who is standing trial for alleged trespass, intimidation and attempt to commit theft, while on an inspection visit to Medium Security Custodial Centre in Ankpa on Wednesday, as part of his state-wide visits to custodial centres.

Speaking during the visit, Olusiyi said there was no prima facie case against Odiniya aside the fact that he was a child who under extant laws, was certainly not supposed to be in the custodial centre in the first place.

"I have listened carefully to the learned legal officer prosecuting this case and on the whole, I am satisfied that this is an appropriate case for me to exercise my discretion in favour of the defendant by letting off the hook completely in this matter," the CJ said.

"I have also observed that he is suffering from skin rashes which if not controlled, may result in other inmates being infected. In the light of all the foregoing, the defendant is hereby released as no useful purpose will be served by his continued detention in this Custodial Centre. He shall be released forthwith to the acting Ochogwu of Ogugu, His royal Highness Emmanuel Salifu for proper handling etc,” he added.

The Chief Judge also implored the Reverend Father Boniface Opaluwa, in charge of the Catholic Church in Emagaba-Ogugu, to take charge and provide spiritual guidance to the fatherless boy.

Odiniya was allegedly framed by a woman who he had worked for and who dragged him to court over alleged theft of money and secured conviction but Odiniya was given an option of fine by the court.

According to Odiniya, the woman had caused him to be arrested again boasting that she would make him spend five years in jail as he was subsequently arraigned before Chief Magistrate Court, Okpo, Olamaboro Local Government.

Senate Passes 2020 Finance Bill For First, Second Readings Same Day.

THE 2020 Finance Bill seeking to reduce import levy on buses, tractors and other motor vehicles has passed first and second reading at the senate. The proposed law passed first and second reading yesterday, after the senators gave it a special consideration.

A letter by President Muhammadu Buhari asking the National Assembly to pass the bill was only read on the floors of the House of Representatives and Senate on Tuesday.

Normally, when a bill is read for the first time, a day is fixed to debate the general principles of the legislation after which it will be passed for second reading.

But speaking in his lead debate at the Senate yesterday, Senate leader, Yahaya Abdullahi, All Progressives Congress, APC, Kebbi North, said special consideration should be given to the bill because of its importance to the economy. While leading his colleagues to debate the bill, Abdullahi said the legislation was seeking to provide fiscal relief for taxpayers by reducing the applicable minimum tax rate for two consecutive years of assessment.

He said the bill was also seeking to amend the Procurement Act to implement key procurement reforms previously proposed by the National Assembly in 2019.

The leader said: “Section 4 of the VAT Act has been amended by increasing the value added tax payable by consumers from 5 per cent to 7.5 per cent. Section 19 increased the penalty payable by a taxable person for non-remittance within the specified period from 5 per cent to 10 per cent

“Under section 28, the penalty for failure to give notice of change of address or permanent cessation of business was increased from N 5,000 to N 50,000 in the first month and N25,000 in subsequent months.

‘’There is a new section 8 of the VAT Act to cater for the registration of a taxable person upon commencement of business. The penalty for failure to register has been increased from N10, 000 to N50, 000 in the first month and from N 5,000 to N 25, 000 in the subsequent months. ‘’However, the time within which a taxable person is required to register with the service is not specified under the new law as the law simply hinged the time ‘upon commencement of business.’ This is somehow ambiguous and may be subject for court’s interpretation.

“The new section 15 of VAT introduces a threshold for VAT compliance. Thus companies with turnover of N25,000,000. 00 or more shall render their tax on or before the 2lst of every month.

“Essentially the bill has six strategic objectives thus: Adopt appropriate counter-cyclical fiscal policies to respond to the economic and revenue challenges precipitated by the decline in international oil prices, as well as the impact of the COVID-19 Pandemic on the economy

“Reform extant Fiscal Policies to prioritize job creation, economic growth, socio-economic development, domestic revenue mobilization, as well as to foster closer coordination with Monetary and Trade Policies;

“Provide fiscal relief for taxpayers by reducing the applicable minimum tax rate for two (2) consecutive years of assessment, as well as reforming the conunencement and cessation rules for small businesses;

“Propose measures to fund the Federal Government’s COVID-19 Pandemic response and introduce provisions to enhance the recovery of corporate donations towards responses to the COVID-19 Pandemic, as well as any similar crises in the future;

“Amend certain aspects of the Fiscal Responsibility Act, to align this Act with the 1999 Constitution (as amended), as well as to enhance fiscal efficiencies by controlling the cost-to-revenue ratios of key State and Government Owned Enterprises; and

“Amend the Public Procurement Act, to implement key procurement reforms previously proposed by the National Assembly, in 2019, to extend the scope of the Act to the Federal Iudiciary and Legislature, accelerate procurement processes, increase mobilization fee thresholds and provide for essential eprocurement reforms. “As such, the 2021 Appropriation Bill is based on the provisions of this Bill. The additional revenues will be used to fund health, education and infrastructure programmes.”

2023: Shekarau Says The South Should Produce Nigeria’s Next President

Senator Ibrahim Shekarau is of the opinion that Nigeria’s next president should come from the Southern part of the country if the nation is to attain a political balance.

Speaking on Channels Television’s Sunrise Daily on Thursday, Shekarau noted that by 2023, President Muhammadu Buhari who is from the northern part of the country, would have been in power for eight years, and “common sense tells one that we should look at the other side, to the Southern part of Nigeria”.

When asked about his position on the growing call for a South East presidency in 2023, he said, “I don’t call it zoning, I would rather call it some balancing. There has to be some sense of belonging. There is what I call the constitution of common sense.

“The Constitution of Nigeria or the constitution of any of the political parties didn’t say if I am from the North, my running mate must be from the South. It is not written but if today, I am a presidential candidate from Kano and I tell you my running mate is from Bauchi, you will say something is wrong with me.

“The presidency has just been from the North for eight years. Common sense tells us that we should look at the other side, to the Southern part of Nigeria. We should recognise the North and the South, this is elementary geography and history.

“Perception is what you have to carry along. If you continue to dominate on one particular side, the perception from the other side is, ‘What about me?’”

The former minister of education also weighed in on the security situation across the country, arguing that President Buhari is breaking the law by retaining the current Service Chiefs.

Following the massacre at Koshebe in Borno State, many Nigerians renewed calls for the sacking of the Security Chiefs, saying that the present military leadership has failed to perform.

Mr. Shekarau who was a guest on Channels Television’s Sunrise Daily, said beyond the argument regarding performance, the Military Chiefs have overstayed their years of service and as such, the laws guiding the scheme of service are being flouted.

“The President is breaking the law, the law says if you are 60 you must go, it is automatic.

“If you are 35-years in service, you must go. In fact, they are not staff of Mr. President, they are the staff of the Federal Republic of Nigeria and there is a rule,” Shekarau said.

The former two-term governor of Kano State was of the opinion that the question of the rule of law must be answered bthoughtwith regards to retaining the service chiefs.

According to him, the military is governed by a scheme of service which includes when to leave automatically.

The former education minister said none of the Service Chiefs has less than 35-years of service under their belt, a requirement which he says makes them eligible to have been retired.

Borno Massacre: Army Dismisses Boko Haram’s Claim

The Defence Headquarters has dismissed the claim by the Boko Haram terrorists that the recent massacre of rice farmers in Borno was retaliation for the arrest of one of them.

The Coordinator, Defence Media Operations, Maj.-Gen. John Enenche, said this while giving an update on the operations of the armed forces between November 26 and December 2 on Thursday in Abuja.

The terrorist group had on Tuesday released a video claiming that the terrorists carried out the massacre in retaliation for the arrest of one of them by the farmers.

They also claimed that the farmers had also given information on their movement in the area to the military.

Enenche said the claim was the practice of the sect with the sole motive of instigating fear in the minds of the people to discourage them from cooperating with the security agencies.

He said that the information received by the military from one of the survivors revealed that the farmers were called for a meeting with the terrorists on the sad day before they were slaughtered.

“The truth is that whenever they are losing ground as a result of the military activities, this is what they resort to.

“It is a fallacy because we killed one of them and that the farmers gave information about them, but the likelihood is wickedness.

“They want to use that to instill fear in the minds of the people because they have seen the governor trying to make sure that people return to their homes,” he said.
