Lagos Shuts 16 Health Facilities For Non-compliance With Regulatory Standards

… Restates Commitment to Improved Healthcare Delivery

The Lagos State Health Facility Monitoring and Accreditation Agency, HEFAMAA, has shut 16 health facilities across the State for non-compliance with regulatory standards.

The Executive Secretary of the Agency, Dr. Abiola Idowu, who disclosed this today at Ikeja while reviewing the activities of the Agency for the month of September and October, 2020, explained that out of 280 health facilities monitored in the months under review, 16 facilities were shut for infractions ranging from quackery, operating beyond schedule, lack of qualified medical personnel to non-registration of facilities, training of auxiliary nurses and lack of basic equipment.

She warned that the State government will not tolerate such unprofessional practices, which could compromise the health and the wellbeing of patients and undermine the huge investment of the State Government in qualitative healthcare delivery, stressing that any facility owner or operator found perpetrating any of these acts will be prosecuted accordingly and the facility sealed.

“These unethical practices could compromise the health status of patients and undermine the huge investment of the government in qualitative healthcare delivery. Hence, any healthcare facility owner or operator found perpetrating any of these acts will be prosecuted accordingly and the facility sealed”, she asserted.

While clarifying that health facilities earlier sealed can be reopened after all standards and instructions have been observed and approval granted by the Honourable Commissioner for Health, the Executive Secretary disclosed that 14 facilities were reopened in the two months under review after complying with the set standards.

She maintained that the Agency will continue to insist that the environment for the delivery of healthcare services should be suitable for the promotion and maintenance of good health.

Idowu, therefore, urged health facility operators to abide strictly by all stipulated standards to avoid being sanctioned, adding that they should also complete their online registration or renewal using the HEFAMAA e-portal, collect the Agency’s logo and display it at a conspicuous position in the premises where visible to members of the public.

Disclosing that the Agency attended to eight petitions from members of the public in the month of October, the Executive Secretary advised the people to be vigilant and patronise only government-accredited health facilities with the Agency’s logo or proof of registration, advising the public to report those behind illegal operations for prompt action.

She hinted that the Agency recently held a stakeholders’ session to develop a five-year strategic plan, which according to her, will point the way forward in policy formulation for the Agency in the next few years.

In her words: “Some of the key areas we are focusing on include leveraging technology to provide efficient services, training and retraining of HEFAMAA staff and facility operators, increasing community participation and health education as well as increasing our engagements with stakeholders and the general public”.

“It is our belief that the strategic plan will go a long way in addressing most of the issues raised by stakeholders and the general public as well as provide the Agency with the opportunity to achieve the vision of the Governor Babajide Sanwo-Olu led administration in safeguarding the health and the well-being of the citizens”, Idowu added.

Man Sentenced To Death By Hanging For Beheading His Son For N1m In Adawawa (Graphic Photos)

An Adamawa High Court sitting in Yola on Wednesday, November 18, sentenced a cattle rearer, Bappa Alti, to death by hanging for killing his 5-year-old son for N1 million, IgbereTV reports.

The state High Court VII presided over by Justice Fatima Ahmed Tafida, convicted Bappa for causing the death of his son by hitting him with a rearing stick and thereafter chopping off his head with a cutlass.

The convict who was 24 as at the time of the incident, lured his son, Buba, to the farm on July 13, 2013 in Ganji suburb of Gombi Local Government of Adamawa State and beheaded him.

When the convict's father, Alhaji Guza enquired the whereabouts of his grandson, Bappa told him that he left the child behind in the farm and he would return later.

Days rolled by and the boy did not return from the farm which made Alhaji Guza to lodge a complaint at the Gombi divisional police station where a search party was commissioned.

The search led to the discovery of the beheaded decomposing body of Buba under a tree in the farm covered with leaves. Baffa was later arrested and on interrogation, he claimed that one Alhaji Sange Hassan, told him to bring a human head for N1 million.

He confessed to committing the act, saying he intended using the money to raise the status of his father, mother and his family. Alhaji Hassan, however, denied the allegation, insisting that it was a set up aimed at blackmailing his person.

Bappa Alti was earlier arraigned before court for culpable homicide punishable with death contrary to section 221 of the penal code law.

After evaluating all the evidences which include the severed head of the deceased, the cutlass used to cut off the head, and voluntary confessional statement of the accused, the presiding Judge declared that without iota of doubt, the suspect actually masterminded the killing of his son thereby committing an offence contrary to section 221 of the penal code law and therefore sentenced him to death by hanging.

EXPOSED: How INEC Chairman, Prof Mahmood Yakubu, Allegedly Paid N3bn To Secure Reappointment

Findings by SaharaReporters have revealed that securing a second tenure in office didn’t come cheap for Prof Yakubu as he had to part ways with huge sums of money to facilitate his reappointment.

Inside details of how Chairman of the Independent National Electoral Commission, Prof Mahmood Yakubu, secured reappointment for a second term in office have emerged.

But like many public officials favoured by the power blocs in Aso Rock Villa, Nigeria’s seat of power, he was immediately rewarded with another term of five years.

However, findings by SaharaReporters have revealed that securing a second tenure in office didn’t come cheap for Prof Yakubu as he had to part ways with huge sums of money to facilitate his reappointment.

According to a top insider, Yakubu paid at least N3bn in bribes to have his tenure as INEC Chairman extended by another five years.

“He paid a princely sum of N2bn to a group led by Senate President Ahmed Lawan and another N1bn to another group.

“These huge funds were deployed and mobilised by a civil servant and director in INEC, who is described as wealthy and in charge of a strategic department.

“The director was also aided by a contractor to the commission, Mohammed Sani Musa, who is presently a serving senator from Niger State responsible for the printing of INEC ballot papers used for elections under a company (Activate Technologies),” the source told SaharaReporters.

It was further gathered that the reappointment of Yakubu as INEC boss was further made possible with the deaths of President Buhari’s former Chief of Staff, Abba Kyari, and Alhaji Isa Funtua, and the disappearance from public glare of Mamman Daura, a key member of a trusted group of allies Buhari relies on before making important decisions.

The absence of these men, it was gathered, created the perfect avenue for powerful government officials with vested interests to persuade the President into handing Yakubu a fresh term in office.

According to the source, the return of Yakubu as INEC boss was part of a larger ongoing tussle among power brokers in the country to have the agency under their firm control ahead of the 2023 general elections, which to a large extent will determine the fate of the ruling All Progressives Congress.

There are currently at least four power blocs within the APC all fighting to determine persons to occupy key positions in the agency ahead of 2023.

One group is said to be headed by Senate President Lawan, another by the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, a third by Deputy Senate President, Ovie Omoagege, while the fourth group comprises key individuals in Aso Rock Villa alongside Bola Tinubu’s caucus.

“In the current struggle to take over INEC, the Aso Rock group took the lead very early to outsmart others when they forwarded the name of Ms Lauretta Onochie as a National Commissioner nominee to replace a South-South candidate, Dr Mustapha Lecky, representing the zone whose tenure elapsed on November 9.

“Unfortunately, Mr Lecky is the INEC chairmanship candidate being sponsored by the Deputy Senate President, Omoagege, hence he vehemently raised legitimate concerns about the credibility of Onochie even though in actual fact, he did that because of the implication of that choice for his own candidate, who is reputed to be the most corrupt national commissioner and a consultant to politicians.

“The Aso Rock group put Onochie forward even when a serving South-South candidate was from the same senatorial zone in Delta State.

“In the haste to extinguish the Deputy Senate President’s candidate, they failed to conduct the required onground diligence in Delta State.

“In any event, the action of the Aso Rock group also took the Senate President's group by surprise when the letter containing the nomination of the INEC National Commissioner nominees including Onochie was sent to the Senate President and it was read on the floor of the Senate.

“The shock and awe tactics by the Aso Rock group pushed the Ahmed Lawan group a few hours later to respond by riding on public sentiments against the nomination, hence, it was reported that the Senate caucus then wrote to the President requesting for another nominee to replace Onochie.

“This was done to enable the Lawan group to perfect their own ongoing compromised negotiations with Prof Yakubu, who was desperate to get a second term and was willing to meet any demands made on him to secure a second term.

“To pre-empt the AGF Malami group that had already pencilled their own chairmanship candidate, who is also a professor from the North, the Lawan group moved quickly ahead of the Malami group to get the nod of President Buhari and immediately Prof Yakubu's reappointment was announced in the media but no letter to the effect was read on the floor of the Senate.

“The procedural omission was to checkmate Malami's group that were also going to get an approval from the President.

“The tragedy of the Presidency at the moment is that any group that gets to the President first, gets endorsement.

“In fact, the recent strategy is to get your nominee for any appointment announced first in the media to commit the government and then get the President's signature on it later.

“That was how the Ahmed Lawan group triumphed for now before the Senate proceeded on recess to deal with the 2021 budget.

“Omoagege's group had been lobbying in the past few months to have Dr Lecky from Edo State as chairman using his Muslim faith to campaign to those around the President.

“Ironically, those who positioned themselves for the interest of Bola Tinubu have not been able to make meaningful in-roads to influence the choice of those to be appointed into the commission.

“As things stand, electoral integrity and the independence of INEC is gone and does not matter in the motivation of any of the contending groups and this portends a grave danger for democracy in Nigeria,” the source disclosed.

This development, according to findings by SaharaReporters, has cast a shadow of doubt over the integrity and fairness of the 2023 general elections under the APC-led federal administration in Nigeria.

On November 12, Hope Democratic Party, one of the parties earlier deregistered by INEC, filed a suit at the Federal High Court to stop the Nigerian Senate from screening Prof Yakubu for a second term in office.

A statement by Auwal Abdullahi for the National Chairman of the party, said that Yakubu’s reappointment did not follow due process as a meeting of the Council of State did not deliberate upon it and approve it as demanded by the 1999 constitution.

No date has been fixed for the hearing, however, Yakubu has stepped aside since November 9 pending his confirmation by the Senate.

Ahmed Muazu is currently heading the electoral agency as Acting Chairman.

FG, ASUU To Resume Talks On Friday

…Strike not about IPPIS alone, union insists

The federal government and the Academic Staff Union of Universities (ASUU) will resume talks on Friday, according to the Ministry of Labour and Employment.

The spokesman of the ministry, Mr. Charles Akpan, confirmed last night that the talks with the ASUU leaders would hold at the minister’s conference hall.

This is coming as ASUU has said it would not call off its eight-month strike even if the federal government withdraws the Integrated Payroll and Information System (IPPIS) as a means of paying them.

The Benin Zone of the union also yesterday expressed doubt over the capability and commitment of Minister of Labour and Employment, Senator Chris Ngige, to midwife any peaceful resolution of the issues that led to the ongoing strike in the country’s public universities.

The Coordinator, ASUU Owerri zone, Mr. Uzo Onyibinama stated the union’s position on IPPIS in a press briefing held at the Nnamdi Azikiwe University, Awka, Anambra State.

He said federal government was feeding the public with lies about the strike, stating that the main reason for the strike was the government’s inability to keep previous agreements and not about IPPIS as being propagated by the government.

He said the union would not call off the strike until all its demands were met by the federal government.

“For the avoidance of doubt, the issues in contention remain revitalisation fund for public universities, arrears of Earned Academic Allowances (EAA), visitation to universities, proliferation of state universities and issues of governance in them, and conclusion of the renegotiation of the 2009 FGN-ASUU Agreement.

“The later issue of IPPIS was a new introduction and a diversion as no university in the world runs such a system.

“Instead of apologising to the Nigerians and hiding their heads in shame on the serial failures of Governments particularly the present Government which came on the mantra of ‘change’, the duo of Ministers Chris Ngige and Emeka Nwajiuba have been feeding Nigerians with lies and half-truth.

“Ministers Ngige and Nwajiuba have on many occasions on various media organisations said that agreement have been reached on virtually all the issues that necessitated the seven months old strike

“They should please tell Nigerians, who are their masters, those agreements that have been reached and implemented. As far as our Union is concerned, no agreement has been reached on any of the demands.

“So, instead of constantly running to the press, Ngige and Nwajiuba should sit down and painstakingly do the work that they are paid to do. It is on record that the date given by the Minister Ngige to reach our Union with Government improved position has elapsed without any communication.

“The proposed new timelines for implementation of some proposals such as the appointment of a new team for renegotiation of the 2009 FGN-ASUU Agreement, gazetting of visitation panels among others have elapsed without any implementation. This shows the insincerity on the part of the Government.

“On IPPIS, our Union has been consistent in rejecting the platform as it compromises the autonomy of the University system and a threat to national security considering that the software is hosted in Washington, the USA with a sub-platform at Gombe State”

Meanwhile, the Benin Zone of the union also yesterday expressed doubt over the capability and commitment of Ngige, to midwife any peaceful resolution of the issues that led to the ongoing strike in the country’s public universities.

The union hinged its doubt on Ngige’s approach in the handling of the ongoing strike, which it said may probably not midwife a resolution of the crisis in the country’s public universities.

The zone is made up of University of Benin(UNIBEN), Benin City; Ambrose Alli University (AAU), Ekpoma; Adekunle Ajasin University(AAUA), Akungba Akoko Ondo State; Olusegu Agagu University of Science and Technology(OAUSTEC), Okitikpukpa, Ondo State; Delta State University, Abraka; and the Federal University of Petroleum Resources (FUPRE), Efurun, Delta State.

In a statement issued in Benin City yesterday and signed by the Union’s Zonal Coordinator, Prof. Fred Esumeh, ASUU observed that since the development of UTAS (University Transparency and Accountability Solution), which ASUU is recommending as against the Integrated Payroll and Personnel Information System (IPPIS), which the federal government what them to adopt, the minister has been making remarks characteristic of a “spoiler, confusionist and anti-ASUU, rather than a conciliator.”

Esumeh said that by the provisions of the law, Ngige, as the Minister of Labour and Employment is saddled with the conciliatory role during industrial disharmony, “to calm an already tensed situation and bring about a peaceful resolution, but he has chosen to be the mouthpiece of other unions that were not part of the 2019 MoA (Memorandum of Agreement)”.

He accused the government of introducing IPPIS to divert the public attention to the lack of sincerity, and will to faithfully implement agreement reached with ASUU, insisting on the union’s rejection of IPPIS, given its violation of the University Autonomy Act and its inadequacies to carter for the peculiarities in the university system.

The union accused the government through the Minister of Finance, her Labour and Employment counterpart as well as the Accountant General of the Federation of “deploying the weapon of hunger to compel and coarse ASUU members to enroll on the IPPIS platform. This move of government smacks of impunity and it is undemocratic in a democratic setting.”

Zamfara Goldfields Don’t Belong To Government – Nuruddeen Isa, Commissioner

The Zamfara State Commissioner in charge of the Ministry of Solid Minerals, Dr. Nuruddeen Isa, said the state government did not own any gold field.

Addressing journalists in his office on Wednesday, Isa said, the state government was not directly involved in mining activities as reported by the media.

He said, “The state government doesn’t own any portion of the goldfields throughout the state and is not involved in mining activities.”

The commissioner maintained that the state government only used to buy the gold from the illegal miners in order to prevent the commodity from being smuggled out of the country or sold out to bandits.

“What the state government does is to buy the gold so that it doesn’t fall into wrong hands who in return sell it outside the country and purchase weapons for the bandits.”

He stressed, however, that the state government has currently banned the mining activities in the state, adding that, “anybody who wants to venture into mining activities should obtain a permit from the federal government”.

The commissioner said mineral resources belonged to the federal government, as such, anybody who wants to partake in mining activities must obtain a license from the Federal government.

*DOMINION MANDATE DAILY DEVOTIONAL*

THURSDAY, NOVEMBER 19, 2020

*THE POWER OF ILLUMINATION*

*BIBLE READING: LUKE 1:79; ISAIAH 42:6-7; ISAIAH 49:8-9*

*The earth was without form, and void; and darkness was on the face of the deep. And the Spirit of God was hovering over the face of the waters. Then God said, “Let there be light”; and there was light. Genesis 1:2-3(NKJV).*

When God wanted to create, the first thing He introduced was Light. He took care of darkness. The Dominion of darkness is what must be resolved before things can get better. Illumination means the action of supplying or brightening with light or the resulting state.

The Word of God is the Source of Spiritual Illumination. *(Psalm 119: 105) "Thy word is a lamp unto my feet, and a light unto my path". (Psalm 119: 13 "The entrance of thy words giveth light; it giveth understanding unto the simple." (John.1:4,5) "In him was life; and the life was the light of men. And the light shineth in darkness; and the darkness comprehended it not."*

God's people are destroyed because they lack Knowledge and it also disqualifies them and their children from being effective in God's service. *(Hosea 4:6) "My people are destroyed for lack of knowledge: because thou hast rejected knowledge, I will also reject thee, that thou shalt be no priest to me: seeing thou hast forgotten the law of thy God, I will also forget thy children."*

There are many people who are saved who are doing without their inheritance.
Christianity is loaded. There is so much God has in store for us and many are doing without it. Many Believers are sick, many are poor and are living without the provision that Jesus Christ died on the Cross to purchase for us. The major reason for these issues is the Blindness of the eyes. If the devil can succeed in blinding your eye, he will prevent you from enjoying your inheritance.

In Acts 26:18, the Bible mentions 3 responsibilities for Believers as we fulfill the Great Commission:
(a) To open the eyes of people which is achieved by preaching the gospel and getting them saved.
(b) Turning people from darkness to light which is achieved by teaching believers what has been accomplished for them in Christ.
(c) To deliver people from the power of satan.
The first two issues mentioned are under what is called satanic programming and the third is under satanic power. Satanic programming is more powerful than satanic power.

When the devil wants to destroy a man he uses deception. If the devil only deploys his power he will not be able to get one percent of the success he is getting on earth. The major strength of the devil lies in darkness (deception and ignorance). The devil is an expert in mind games.

The size of your world is determined by the size of your mind and the size of your mind is determined by the quality of information in it. Behind the problems of men is the blindness of the heart that is the absence of certain Light, Truth or Revelation.

There are 3 dimensions of knowledge namely:
(a) Information
(b) Understanding
(c) Wisdom.
You can move Knowledge from information to understanding by engaging in meditation and prayers.
You can go from understanding to Wisdom through the application of Knowledge.

There are two major ways to access Divine Illumination:
(a) The Study and meditation of God's Word. *(Psalm 119:99) "I have more understanding than all my teachers: for thy testimonies are my meditation."*

(b) Prayer. *(Ephesians 1:16-17) "Cease not to give thanks for you, making mention of you in my prayers; that the God of our Lord Jesus Christ, the Father of glory, may give unto you the spirit of wisdom and revelation in the knowledge of him:"*

Time does not change things, it only reveal things. We have to radically seek an encounter with God's Word in this season(Revelation Knowledge).

*PRAYER
Lord enlighten my darkness (Psalm 18:28b). Open thou mine eyes, that I may behold wondrous things out of thy laws (Psalm 119:18) in Jesus Name.

Nigeria Is A Dictatorship, DJ Switch Says, Asks Governor Sanwo-Olu To Tell Nigerians Truth About Lekki Massacre

Udeh live-streamed the shooting of peaceful protesters at the Lekki Toll Gate in Lagos and has since had to go into hiding after the Nigerian Government started to crackdown on witnesses and those, who promoted the anti-police-brutality demonstrations.

Obianuju Catherine Udeh better known as DJ Switch has described Nigeria as a dictatorship pretending to be a democracy.

Udeh live-streamed the shooting of peaceful protesters at the Lekki Toll Gate in Lagos and has since had to go into hiding after the Nigerian Government started to crackdown on witnesses and those, who promoted the anti-police-brutality demonstrations.

Speaking with CNN’s Becky Anderson, she asked Lagos governor, Babajide Sanwo-Olu, to tell Nigerians the truth of what really happened because families are looking for their loved ones.

She said, “I do not hold what the President of the Federal Republic of Nigeria says to heart. Nigeria is a dictatorship with a democratic face. I think that is primarily to please the international community. It is our right to protest for the change that we demand. This government has used force from the beginning.

“They started with infiltrating a peaceful protest with things but that did not work. Then they moved to bring the military in. So, the same government that says that it has banned SARS for close to four years are saying that it wants to have a dialogue.

“The President has not even addressed the incident that happened at the toll gate, so I do not take his words to heart. They must show accountability.

“With no due respect, I actually challenge the governor of Lagos State to just say the truth. They know the truth and they have conflicting stories with each other. Nigerians have died and this is not a time to play games.

“Families are looking for their loved ones. To be honest with you in regards to me, I do not know how to feel because on one hand, I am grateful that I am alive today but on the other hand I don’t know if to say I am lucky because it seems that the others were not lucky.

“The governor owes a responsibility to the citizens of Lagos State to say the truth.

“What I experienced that day was the worst experience of my life. The Nigerian Army that is supposed to protect us came with no warning; none.

“There was no representative to speak to us. We heard gunshots from behind the toll gate because we were at the other side of the toll gate. We heard the gunshots and people were running so what we did was to sit down, stay still and wave our flags.

“We believed that if we waved our flags, they would know that we were not there to cause any harm but to express our rights. There was no warning, they just started shooting and people were just dropping. I cannot explain that it was just a chaotic scene that most times, I find it difficult to close my eyes without seeing those things.

“After they left, the Nigeria Police came, SARS to be precise. From the uniforms we could see, especially a man that wore white, I don’t know who he was but he had a pistol. He was just shooting at us and we had to run for our lives. That is the short story.”
