How long would it normally take a President to get his team ready after inauguration? Is this an indication of what is coming? When Muhammadu Buhari took six months to get his ministers ready, it signaled his failure as a leader. Is PBAT towing the same path? How long before we start getting worried?

In my opinion, I believe BAT knows his time is short at that position; so getting his team setup will make no difference especially when he knows the new Sheriff will undo all that he will put in place.
