Lekki Massacre: Forensic Analysis Proves Videos Of Killings Are Genuine

A report published by the Digital Forensic Research Lab on Thursday noted that open-source evidence contradicted these denials.

Forensic analysis of videos showing the killing of protesters at the Lekki Toll Gate area of Lagos by soldiers on Tuesday as authentic in spite the Nigerian Army’s classification of the reports as fake and the Defence Headquarters’ claim that the footages were doctored.

According to HumAngle, a report published by the Digital Forensic Research Lab on Thursday noted that open-source evidence contradicted these denials.

“Several videos corroborate the location and presence of Nigerian soldiers at the Lekki Toll Plaza, a major toll highway toll concession in the South of Lagos,” said Jean Le Roux, the lab’s Research Associate for Southern Africa.

“Video footage posted on Twitter place Nigerian soldiers at the plaza where they are seen approaching peaceful demonstrators and opening fire. Subsequent footage shows injured civilians being carried away from the same location.”

Using four videos, the DFRLab geolocated the shooting at the toll-gate “despite denials by the Nigerian military”.

“A different video shows what appears to be soldiers of the Nigerian Army approaching protesters where they were stationed behind plastic barriers. Soldiers approached the group and opened fire. No warning is heard in the video. Muzzle flashes indicate that several of the shots seen and heard here were fired into the air,” it stated.

It confirmed using features close to the toll gate and across the channel that the video was taken “looking into a Northern direction on the Eastern part of the toll gate, suggesting that protesters were approached from both the east and west by law enforcement, as suggested by some witnesses”.

“Video footage also identified injured protestors at the same scene. The author of a video uploaded to Twitter on October 20 shows injured and bloodied protestors with the author claiming they were shot by soldiers. As the video pans, a parking garage to the south of the toll gate can be seen,” DFRLab continued.

“Another video taken in front of the toll gate showed several injured protestors being carried off in the presence of camouflaged soldiers, presumably the same soldiers seen in the second video above. At least two protestors are carried away, while a third is seen on the ground during the video,” it added.

Geolocation of the last video placed soldiers at the Southern section of the toll gate’s Eastern part.

“Despite denials by the Nigerian Army, open-source evidence links the presence of Nigerian soldiers at the Lekki Toll Gate at the same time as the first reports of shooting came in,” the organisation emphasised.

“Video footage also showed Lekki Toll Gate protestors, who had been peaceful in the preceding 11 days, bloodied and injured in the presence of these soldiers.”

According to Amnesty International, an on-the-ground investigation revealed that at least 10 people were killed when armed officials of the Nigerian Army opened fire on the protesters.

“These shootings clearly amount to extrajudicial executions. There must be an immediate investigation and suspected perpetrators must be held accountable through fair trials. Authorities must ensure access to justice and effective remedies for the victims and their families,” it said.

16 SARS Operatives Indicted For Killings In Five States –presidential Panel

• We’re prosecuting 31 policemen for murder, armed robbery, others –Sanwo-Olu

• Indicted ex-SARS operatives’ll be punished -Police commission

Ade Adesomoju, Adelani Adepegba, Oladimeji Ramon, Afeez Hanafi and Tobi Aworinde

Sixteen operatives of the disbanded Special Anti-Robbery Squad have been indicted for extrajudicial killings and enforced disappearance in five states and the Federal Capital Territory, Abuja.

Saturday PUNCH reports that the 16 operatives were recommended for prosecution by the Presidential Panel on the Special Anti-Robbery Squad.

The report was submitted to the President, Major-General Muhammadu Buhari (retd), on June 3, 2019.

It was recently submitted to the Police Service Commission, the Inspector-General of Police and the office of the Attorney General of the Federation in the wake of the #endsars protests, for prosecution and disciplinary actions.

The report indicted a total of 35 police operatives in 12 states and the FCT for various rights violations, including extrajudicial killings, death in police custody, unlawful arrest, biased investigation, unlawful intimidation, harassment, criminal assault, torture, cruelty, inhuman and degrading treatment, threat to life, extortion and confiscation of property, among others.

Aside from the FCT, the 12 states where the indicted officers allegedly perpetrated the recorded rights violations are Akwa Ibom, Benue, Delta, Enugu, Gombe, Imo, Kaduna, Kogi, Kwara, Lagos, Ogun, and Rivers.

Analysis of the report by our correspondent showed that 16 of the 35 indicted officers were accused of extrajudicial killings and enforced disappearance in five states and the FCT.

The five states are, Lagos, Kaduna, Imo, Delta and Enugu.

Imo State, with seven officers indicted for extrajudicial killings, had the highest number of confirmed cases of violation of the right to life, followed by Abuja with five.

For Imo, those indicted for extrajudicial killings among other allegations, including unlawful arrest and detention, threats to life, are ASP Columbus Aniozor, Inspector Nwachukwu, Inspector Ndidi Nwaneri, Inspector Femi, CSP Godfrey Ogbeide Victor (OC SARS, Imo), ASP Banjoko (OC SARS, Akokowa, Imo State) and Corporal Echara Alice.

The five indicted for extrajudicial killings in Abuja are Inspector Augustine Nwobodo, Sgt Nuhu Shuaibu, Cpt Mohammed Tetengi, Inspector Dennis Matthew and ASP Felix Onuoha.

Aside from being accused of extrajudicial killings, the trio of Nwobodo, Shuaibu and Tentegi were also accused of refusal to release the corpses of the victims.

For Lagos, only Inspector Akeem Balogun was indicted for killing while two others, Inspector Ibukun Olusoga, and ASP Columbus, were indicted for enforced disappearance.

The rest of the states, Enugu, Delta and Kaduna each had one case of extrajudicial killings.

Sgt Paul Everest was indicted for alleged torture leading to death in custody in Enugu State.

ASP Muyiwa was indicted for unlawful arrest, detention and extrajudicial killing in Delta State.

In Kaduna State, Inspector Yakubu Baba was indicted for torture, violation of the right to life and dignity of the human person.

In addition to the confirmed cases of extrajudicial killing, the panel ordered further investigations into nine of such cases in Imo, Benue, Kwara, Kogi, Lagos and Rivers states.

The panel directed further investigation of “the circumstances leading to the death of Collins Okoronkwo Ezenwa and officers responsible for his death” in Imo State.

It also directed a coroner’s inquest into the death of Uchena Ugwueze in the state.

In Benue State, the panel directed for further investigation into the extrajudicial killings in two cases.

It, in one of the cases, ordered a probe “to reveal the identities of the police officers involved in the heinous killing of Agande Adi and Olowe Adi.”

It also ordered “investigation of all the officers on operation on September 9, 2016 around Akpehe Area on Abu Shuluwa Road Makurdi, Benue State at about 7.30pm in line with extant police rules and regulations.”

“The investigation should identify the officers culpable for the death of the deceased and the roles played by senior police officers tasked with the duty of investigating the death,” the report added.

It also directed a coroner’s inquest into a death in Kwara State and Kogi State, a further investigation “to reveal the identities of the police officers involved in the heinous killing of Adamu Haruna.”

In Lagos, the panel ordered the investigation of a retired officer, Wilson Okanya, for the extrajudicial killing of Ogadi Enwerem.

In Rivers, the panel ordered an investigation into the “circumstances leading to the alleged extrajudicial killing of Mr Ajibade Ademisoye” and the death of Mr Bright Ogoloma.

Meanwhile, the Lagos State Governor, Babajide Sanwo-Olu, has said the state’s Ministry of Justice is trying 31 policemen for various offences ranging from murder, manslaughter, armed robbery to attempted murder and grievous bodily harm.

The governor disclosed this on his Twitter handle, @jidesanwoolu, on Friday, alongside a list of police officers being prosecuted for “offences related to the violation of human rights in Lagos.”

The list also captured the trial judges and the next adjourned dates of the cases.

Sanwo-Olu said the ongoing prosecution showed the government’s commitment to “ending police brutality.”

On the list are Inspector Surulere Irede, Sgt Sunday Ogunyemi and Corporal Hezekiah Babatunde, who are jointly standing trial for alleged manslaughter before Justice Ogunsanya; as well as Sgt Segun Okun and Cpt Adekunle Oluwarotimi, who are jointly standing trial for manslaughter and attempted murder before Justice Nicole Clay.

Others charged individually are Ogunyemi Olalekan (murder), Sgt Gbawuan Isaac (grievous bodily harm), Aminu Joseph (murder), Sgt Alechenu Benedict (armed robbery), Sgt Adebayo Abdullahi (involuntary manslaughter), Inspector Mohammed and two others (armed robbery), Matthew Chansi (murder), Adamu Dare (murder), Sgt Mark Argo and five others (conspiracy and armed robbery), and Corporal Pepple Boma (manslaughter).

Also on the list are Insp Emmanuel Akpodana (attempted murder), Emmanuel Uyankweke (involuntary manslaughter), Akanbi Lukmon (involuntary manslaughter), Edokhe Omokhije (murder), Afolabi Saka (murder), Monday Gabriel (murder), Yahya Adesina (involuntary manslaughter) and Aremu Musiliu (murder).

The Lagos State Attorney General, Mr Moyosore Onigbanjo (SAN), who released the list, said, “The Lagos State Ministry of Justice has been committed over time to the prosecution of the listed and related cases of police abuses. I call on members of the public to keep track of our ongoing diligent prosecution of these matters in the overall public interest.”

Indicted ex-SARS operatives’ll be punished-Police commission

Meanwhile, the Police Service Commission has said it will punish any policemen indicted by the Presidential Panel on Reform of the defunct Special Anti-Robbery Squad.

According to a statement on Friday by the Head, Press and Public Relations, PSC, Ikechukwu Ani, titled, ‘EndSARS protest: PSC calls for restraint, promised to deal with errant police officers,’ the commission expressed shock at the level of destruction of public facilities and businesses by miscreants.

The statement read, “The commission wishes to reiterate its commitment to hold police officers, whether of the defunct Special Anti-Robbery Squad or conventional, accountable for their actions and inactions and will continue to ensure instant due punishments for misconducts.

“The commission only recently dismissed 10 senior police officers, including an Assistant Commissioner of Police and reduced the rank of nine others following established cases of misconduct.

“The commission will process and punish all policemen found culpable by the Presidential Panel on Reform of the defunct SARS.”

Despite Spending ₦205M, Nigeria Police Website Still Offline A Week After Attack

The website of the Nigeria Police Force is still offline, a week after a group of Internet activists compromised its security in solidarity with the #endsars protest.

"This Account has been suspended. Contact your hosting provider for more information," the website, npf.gov.ng displayed when POLITICS NIGERIA checked at about 4:30 am on October 24.

Asides being a major channel for dissemination of press releases and updates on its activities, the website is the data warehouse of the force, containing bank details, bio-data information and other sensitive data of Police operatives across the country. This newspaper had previously reported how the group codenamed 'Anonymous' shut down the police website and released sensitive data of some police officers under the notorious Special Anti Robbery Squad (SARS) on October 14.

The police unit, although dissolved in the heat of the protest and replaced with Special Weapons and Tactics (SWAT) squad, is notorious for the use of excessive force, harassment and extra-judicial killings.

According to a statement from a member-account, the hacktivist group announced its decision to attack federal government agencies’ websites in solidarity with the protesters campaigning for a total overhaul of the Nigerian police and an end to police brutality.

Ever since the group hacked into the Police database, it has launched similar cyber attacks on the official websites of the Central Bank of Nigeria, the Economic and Financial Crimes Commission (EFCC), Independent National Electoral Commission (INEC) and other government-owned websites.

Also, the hackers hijacked the official twitter account of the National Broadcasting Corporation (NBC), littering its timeline with #endsars protest campaign contents.

This prompted the security information passed by Galaxy Backbone, an information technology and shared services provider of the Federal Government, advising those in control of MDAs and FG-owned twitter accounts to activate the two-factor authentication feature.

It should be noted that the group has carried out similar coordinated attacks in the United States, Israel, Tunisia, Uganda and some other countries. Its motto is simply "we are anonymous", referring to its large number of members.

Budgetary allocation

Checks into the allocation to the federal ministry of police affairs revealed that a total of 205.6 million naira has been expended on Information Technology in the 2020 budget. Recall that the Federal ministry of police affairs was reintroduced in 2019, taking over control of the force from the ministry of interior.

Although there was no specific allocation for the website in the 2020 budget, the ministry budgeted 12,871,168 million naira for information and technology consulting.

Also, a sum of 158 million naira was allocated for the Installation and deployment of crime database while the digitisation of the Nigeria Police personnel record database was allocated 34.8 million Naira.

Meanwhile, in the proposed 2021 budget submitted to the National Assembly two weeks ago, 9.6 million Naira was budgeted for information technology consulting while the sum of 5.63 million Naira was proposed for the development of the force's website.

Speaking to POLITICS NIGERIA, an I.T expert and computer engineer, Olalekan Ajisafe, cited multiple reasons why a website on a hosting network can be suspended which includes hackers accessing the hosting panel.

"Intellectual property theft is where the owner of the suspended website copied or cloned contents from another website. This action can cause suspension of a website from the web if reported."

"Also, building web pages has been made easier with the use of pre-designed templates, however, these templates don't come free they're been paid for. Failure to renew payment or stealing of template from someone who paid for it can lead to account suspension from the web," Mr Ajisafe said.

Meanwhile, he stated that in the case of the police website, there is a high chance that the hackers got remote access to the hosting panel. "After hackers gain remote access to the hosting cpanel, they can act as admins and perform just any task possible. Ranging from changing access to removal of the website from the world wide web."

Recovering from the hack takes a remarkable amount of time as the original website owner needs to make a case and provide substantial evidence before the hosting platform can start taking actions to recover it, the I.T expert explained.

The Police Public Relations Officer of the force, Frank Mba, has refused to respond to enquiries on the website sent by our reporter. He neither responded to multiple telephone calls put across or text messages sent.

Mockery

While the website remains inaccessible, Many Nigerians have made a mockery of the Nigerian police, particularly on social media.

"The Nigerian Police Force will be harassing the tech boys that should have helped them secure their website. See how they are hacking everything. Una go get sense by force," Toyosi Godwin, a twitter user posted.

Another user, Osita_chidoka, questioned the effectiveness of the police if it cannot successfully protect its website.

" Can a Police that can't protect its data protect our country? I expect resignations for this serious breach. Police is dire need of modernisation. A new generation is required," he wrote.

@TayeOO7, another twitter user posted: "Over 3 days Nigerian police website has been hacked, a police force that are arresting yahoo boys and fighting cyber crime, they can't collect their website from hackers after 3 days of being hacked."

EXCLUSIVE: Aisha Buhari Jets Out To Dubai For Delivery Of Daughter, Zahra, As Agitation Against Police Brutality Continues In Nigeria

This revelation is against widespread belief that Mrs Buhari was in Nigeria at the moment especially after she lent her voice to calls by young citizens for an end to police brutality earlier in the week.

Nigeria’s First Lady, Mrs Aisha Buhari, is currently in Dubai, United Arab Emirates, with her entourage ahead of the expected delivery of a baby by her daughter, Zahra.

This revelation is against widespread belief that Mrs Buhari was in Nigeria at the moment especially after she lent her voice to calls by young citizens for an end to police brutality earlier in the week.

Aisha Buhari and daughter, Zahra.
On October 17, the First Lady posted a video on social media that had a photo of President Muhammadu Buhari in a meeting with service chiefs using the hashtag #achechijamaa, meaning “rescue the people” in Hausa language.

The post had a song titled “Arewa na kuka” meaning “the North weeps” by Kannywood star, Adam Zango, playing at the background.

With that act from Mrs Buhari, many citizens had thought she was in Abuja, Nigeria’s seat of power, and in solidarity with the people.

But findings by SaharaReporters have revealed that the First Lady had been out of the country for several days now and is not likely to return until after her daughter is delivered of her baby.

Recall that in August, SaharaReporters revealed how Mrs Buhari flew out to Dubai under the guise of a health emergency in a jet belonging to billionaire Mohammed Indimi for the purpose of shopping for luxury items in preparation for the wedding of one of her daughters, Hanan.

The First Lady’s trip was packaged to look that way in order not to raise eyebrows for violating government’s restriction on international flights due to the Coronavirus outbreak at the time.

The Nigerian Government had on March 23, 2020 banned international commercial flights to curtail the spread of COVID-19 in the country.

But that protocol was broken to have the First Lady fulfill her wish.

Hanan’s marriage to Mohammed Turad, son of a former lawmaker, Alhaji Mahmud Sani Sha’aban, who represented Zaria in the House of Representatives from May 2003 to May 2007, took place on September 4, 2020, inside the Presidential Villa.

They tied the knot on December 16, 2016 in a lavish ceremony that had some of Nigeria’s most influential persons in attendance.
