Enugu Real Estate Rental Reform: Bill Scales 2nd Reading

In a significant legislative move, the Enugu State House of Assembly, on March 11, 2025, passed the second reading of a bill seeking to amend the Landlord and Tenant Law, CAP 101, Laws of Enugu State, 2004. Sponsored by Hon. Anthony Okey Mbah, Member representing Nkanu East Constituency and Chairman of the House Committee on Housing and Foreign Investment, the bill aims to address the rising cost of rent and eliminate the fraudulent practices of fake rental agents as contained in my previous blog article.
The bill has now been forwarded to the Committee on Housing and Foreign Investment, Judiciary, Ethics, and Public Petition for further legislative review and public hearing. Once passed into law, it is expected to reshape the rental market, making housing more affordable while ensuring that only registered and accountable agents operate in the system.
Impact on Tenants and Home Seekers
For years, high rental costs have made it difficult for many residents in Enugu to secure decent housing. Unscrupulous middlemen have further worsened the situation by charging excessive fees under false pretenses. This bill aims to curb these exploitative practices and establish a more structured, transparent rental process. If passed, it will be a major win for tenants, ensuring fair pricing and easier access to affordable housing.
